CONGRESS OF THE OIRAT-KALMYK PEOPLE HISTORY

The first convention of the Congress of the Oirat-Kalmyk people was held on December 12, 2015.
the "Chuulgan" – convention of the Congress of the Oirat-Kalmyk People took place in Elista. More than 200 delegates from different corners of the vast of Kalmykia arrived for the convention in Elista.

During the third congress on May 29, 2021 several activists to the congress had administrative law proceedings opened against them by Russian authorities for "participation in an unsanctioned public event" with one of the leading activist Batyr Boromangnaev, who is the Chairman of the Congress of the Oirat-Kalmyk People currently.

From February 24th, 2022, right after Russian invasion to sovereign Ukraine, the Congress of the Oirat-Kalmyk People publicly came out with total conviction of barbarian act of Putin regime. The Congress of the Oirat-Kalmyk People was first from any ethnic minorities oposition groups who published a statement to the Kalmyk people not to participate in the war and to condemn Putin's unfair actions.

After that, the Russian government began to harshly persecute Kalmyk political activists. They were forced to leave Russian territory on fear of imprisonment. Among those who stayed and continued the struggle was Altan Ochirov, who was sentenced to imprisonment under updated Article 207.3 of the Criminal Code for 5 years.

A group of Kalmyk political activists, leading by Arslang Sandziev, arrived in the United States for protection and  political asylum.  Thanks to the strong stance of the US government in protecting political activists, Batyr Boromangnaev arrived in the US on March 1, 2023. The Congress of the Oirat-Kalmyk People resumed its political activities.

On March 9 2023, a large general meeting was held, at which it was decided to move the headquarter of the Congress of the Oirat-Kalmyk People to New York City because of the fear of imprisonment and the impossibility of continuing any activities in Russia.

On July 13, 2023, a Memorandum of Partnership and Cooperation was signed in Kyiv between the Organization of Ukrainian Nationalists (Banderivites) and the Oirad-Kalmyk People’s Congress.
he document shows that, striving for the end of the today's Russian empire and the creation of new independent national states on the territories occupied by it, the OUN(B) and the Oirat-Kalmyk People’s Congress agreed on the following:
- Establishment and development of cooperation between the Ukrainian and Oirad-Kalmyk peoples in the sphere of public, political, economic, military, informational and cultural life.
- Cooperation in efforts aimed at the final collapse of the Russian Empire.
- Joint activities in preparation the Oirad-Kalmyk people for statehood and independence of Oirat-Kalmykia.

The memorandum was signed by the Chairman of the OUN (Banderivtsi) Oleg Medunytsia and Vladimir Dovdanov, Principal Deputy Chairman of the Congress of the Oirat-Kalmyk People.

On August 3, 2023, the Congress of the Oirat-Kalmyk People was finally officially registered as non-profit organization in the country of free democracy.

This enraged the Russian government, which believed it had crashed the Congress of the Oirat-Kalmyk People.
On August 23, 2023, on behalf of Russian Federation the Russia's Supreme Court in Elista declared the Congress of the Oirat-Kalmyk People "an extremist organization" and banned any activity throughout the Russian Federation. This decision gave law enforcement authorities broad powers to severely prosecute anyone belonging to, sympathizing with, or having anything to do with the organization.

1. March 25th, 2023. Rally ‘'in the rain’'. Times Square. New York, NY.

2. May 19th, 2023. Pickets in support for Kalmyk political activist Igor Sandziev in New York city and other the U.S. cities.

3. June 24th, 2023. Picket in front of the UN Headquarters at Ralph Bunche Park - 1st Ave. &, E 42nd St, New York, NY 10017. "Voice of America" journalists were attended and covered that event.

4. July 2023. Rallies as part of the Annual Commemorative Captive Nations Week:
- July 17th in front of the UN Headquaters;
- July 23rd in the Times Square, New York City.

5. October 8th, 2023. Rally in front of the UN Headquarters, New York City.

6. December 28th, 2023. Meeting in memory of the victims of the Genocide and Deportation of the Oirad-Kalmyk People in 1943 - 1957 in the Shambhala Tibetan Buddhist Center, Brooklyn, NY.

7. July 20th, 2024 - Rallie as part of the Annual Commemorative Captive Nations Week in New York City.

8. October 13th, 2024. Call to the world community to pay attention to the demand for the release of political prisoner, the Congress of the Oirat-Kalmyk People esteemed member Altan Ochirov in the front of the UN Headquarters and Abraham Lincoln monument at the Union Square Park in New York City.

9. November 3rd, 2024. Other rally to call to the world community to pay attention to the demand for the release of political prisoner, the Congress of the Oirat-Kalmyk People esteemed member Altan Ochirov at the Union Square Park in New York City.

10. February 17th, 2025. Picket in support for other political prisoner, the Congress of the Oirat-Kalmyk People member Eugene Kikeev in front of the UN Headquarters.

11. February 23, 2025. Rally on Union Square for 3rd anniversary of the beginning of Russia's full-scale war against Ukraine and for supporting and release for political prisoners Altan Ochirov and Eugene Kikeev.

12. April 1st, 2025. Preparation and participation of the presentation “The True Political Prisoners of Russia - the Captive Nations” hosted by "Organization for the Defense of Four Freedoms for Ukraine" in the Ukranian Club, 136 2nd Avenue, New York City.

13. April 2nd, 2025. Exhibition-presentation “The True Political Prisoners of Russia - the Captive Nations” in front of the UN Headquarters.
